STAP budget: personal development budget

As of the 1st of January 2022, study costs and other training expenses will no longer be tax deductible. Instead, the STAP budget subsidy scheme has been introduced. Please note that the STAP subsidy can only be applied for in 2023. For more information, see 'Dutch government ends STAP budget from 2024' below.

STAP stands for Stimulans Arbeidsmarkt Positie (Labour Market Position Incentive). The scheme is intended for workers and jobseekers from the age of 18. People who are still entitled to student grants and loans or who have a study voucher are excluded from the scheme. The STAP budget is a personal budget of a maximum of €1,000 per year, including VAT, for taking a programme, training, course or part-time or dual programme.

If you are a student of a part-time or work-study degree programme

If you are a student of a part-time or work-study degree programme or soon will be, you can apply for the STAP subsidy in the STAP subsidy application period from 3 July 2023. You need a STAP Application Certificate in order to apply for a STAP subsidy because this will be asked for during the STAP subsidy application. From 12 to 23 June, you will receive a STAP Certificate of Enrolment from the AUAS if your enrolment or re-enrolment for the relevant part-time or work-study degree programme is definite and you are 18 years of age or older on 3 July 2023. If you are a work‑study programme student, you must be 30 or older on 3 July 2023.

Make sure that your (re)enrolment is completed no later than Monday 19 June in order to receive a STAP registration certificate from us.

The STAP subsidy application round starts on 3 July 2023 at 10:00 am. Because of the great popularity and large number of applicants of the STAP subsidy, we advise you to log into the STAP portal well before 10:00 am and have your STAP application certificate ready.

Whether you ultimately qualify for a STAP subsidy will be assessed by the UWV (the Dutch Work and Benefits Agency). For more information, visit the UWV website .

If you are a student of a full-time study programme

If you are a student of a full-time degree programme or soon will be, you unfortunately cannot apply for a STAP subsidy at the AUAS.

Dutch government ends STAP subsidy in 2024

The Dutch government has decided to end the STAP subsidy in 2024. The AUAS regrets this decision, as we see the STAP subsidy scheme as an important means of encouraging lifelong learning that contributes to a dynamic labour market.


Consequences of ending the STAP subsidy for part-time and work-study students

If you are a part-time or work-study degree programme student, you can only apply for a STAP subsidy in 2023. You can apply on 3 July for part-time and work-study degree programmes that start on 1 September 2023 and on 1 November 2023 for part-time and work-study degree programmes that start in February 2024. You will therefore unfortunately no longer be able to apply for a STAP subsidy from 2024.
