Independent Controllers at Housing Corporations

Methodology 

1. Research Triangle  

• What conditions regarding person, position, and policy must be met to establish an independent control function? This is the central question in the project "From Good Housekeeping, the professional and the independent control function within housing corporations." 

2. Overview  

• Through various methods, we conducted research to arrive at our advice and elaborations. The research consists of four main components: a survey, two rounds of interviews, and group discussions. 

3. Person  

• The person performing the independent control function (ICF) plays a crucial role in optimal execution. In the survey, we asked various questions about this. In interviews, we elaborated on this, primarily focusing on competencies. We used existing research data for the competency questions to build on existing insights. 

4. Position  

• "Perhaps a thousand flowers can bloom," said one of our interviewees. This remark touched on the fact that the law offers much room to structure the independent control function (ICF). Of course, the condition of guaranteed independence applies, but beyond that, there is much room for personal interpretation. This also fits the diversity of corporations and the different contexts in which they operate. 

5. Policy   

• Under Policy, we look at two aspects: the effectiveness of risk management and Control Self-Assessment (CSA). First, we pay attention to the overall assessment of the implementation of the independent control function.
