Methods for the Community-Oriented Library
1 April 2024 - 1 April 2026

The library is no longer just a place to borrow books—it has become a space where people come together! As both libraries and the neighborhoods they serve evolve, what new knowledge, skills, and tools do library staff need to work in a community-focused and inclusive way? This project explores and tests methodologies that library staff can use to better respond to the needs of their communities. The KB National Library plays a coordinating role in this initiative, working in collaboration with creative partners.
The Changing Role of the Library
In recent years, libraries have transformed from information providers into community hubs. A key development in this shift is the rise of the community library—a library created with, for, and by the neighborhood. This transformation also changes the role of library staff. Their work is no longer just about books and information but also about understanding what is happening in the community and responding to residents’ needs. This project will support library staff in shaping their new role in an inclusive way.
Education
This project aligns with higher education by teaching library staff how to apply participatory design methods through the PADRE approach and co-creation. These are key skills in community-based learning. Students and professionals will have the opportunity to engage in practice-based research and work with libraries and local residents to tackle societal challenges. Additionally, the project provides a learning environment for professional development, allowing universities to contribute to strengthening the educational and social role of libraries.
Expected Outcomes
The goal of this project is to provide library staff with a new operational perspective—one that benefits both them and their communities.
- A professional empowerment matrix – an interactive online tool that allows library staff to assess their competencies in relation to the key elements of a community-oriented library.
- A toolbox with practical resources – helping library staff work in an inclusive, community-focused way, strengthening the social and educational role of libraries in society.
